Office of the High Representative

Der Hohe Repräsentant für Bosnien und Herzegowina überwacht gemeinsam mit dem ihm unterstellten Büro des Hohen Repräsentanten (offizielle UNO-Übersetzung; engl. Office of the High Representative, OHR) seit 1995 die Durchführung der zivilen Aspekte des Dayton-Abkommens.[1] Derzeitiger Amtsinhaber ist der österreichische Diplomat Valentin Inzko.

Das Amt des Hohen Repräsentanten

Der Hohe Repräsentant repräsentiert die internationale Gemeinschaft in Form der Vereinten Nationen in Bosnien und Herzegowina.[1] Das Amt des Hohen Repräsentanten verantwortet sich alle sechs Monate vor Vertretern der Außenministerien von mehr als 50 Staaten, dem sogenannten Friedensimplementierungsrat, der die Umsetzung des Friedensabkommens von Dayton überwacht und den Hohen Repräsentanten auch formal ernennt.[2] Er besitzt weitgehende autoritäre Vollmachten, so kann er demokratisch gewählte Amtsträger entlassen, Gesetze erlassen und neue Behörden schaffen.[3] Seit März 2002 ist der Hohe Repräsentant auch EU-Sonderbeauftragter für Bosnien und Herzegowina (von der EU wird die ihm unterstellte Behörde im Deutschen „Amt des Hohen Repräsentanten“ genannt).[3] Die Macht des Amtes des Hohen Repräsentanten, sämtliche demokratischen Einrichtungen zu überstimmen, wurde auch nach allgemein als „frei und fair“ beurteilten Wahlen nicht beschränkt.
