High-value target

Ein hochrangiges Ziel (ein HVT, High-value target [1]) ist in der militärischen Fachsprache der US-Streitkräfte eine Person oder Resource auf Seiten des Feindes, deren „Neutralisierung“ für das Erreichen eines Kriegszieles oder die erfolgreiche Durchführung einer Militäroperation erforderlich ist. Der Begriff ist in den Medien oft für Osama bin Laden und einige hochrangige Offiziere von Al Kaida gebraucht worden,[2] deren Gefangennahme oder Tötung für die Erreichung der militärischen Ziele als nötig erachtet wurden.[3] Der Begriff kann sich ebenso auf jede andere Art von strategischem Ziel beziehen, wie Kommandozentralen, Rüstungsbetriebe, Depots mit Massenvernichtungswaffen, Verkehrsknotenpunkte usw.[4]

Soldaten wird häufig aufgetragen, alles zu tun, um ein solches 'hochrangiges Ziel' lebendig gefangen oder in Besitz zu nehmen. Wenn dies jedoch unmöglich erscheint, sind sie aufgefordert, den Feind zu töten bzw. die feindliche Einrichtung zu zerstören. In verschiedenen Armeen werden Spezialeinheiten gebildet und geführt mit dem Hauptzweck, HVTs zu verhaften oder zu eliminieren. So verfügt das amerikanische Militär über mehrere Spezialeinheiten wie etwa die Task Force 121, die sich unter anderem aus Mitgliedern der US Army Delta Force, der United States Navy SEALs und paramilitärischen CIA Agenten zusammensetzt.[5]
