Hugh Caswell Tremenheere Dowding, 1. Baron Dowding (* 24. April 1882 in Moffat, Schottland; † 15. Februar 1970 in Tunbridge Wells, Grafschaft Kent) war Offizier in der Royal Air Force (RAF) und während der Luftschlacht um England Kommandant des RAF Fighter Command (Jagdwaffe). Er war Träger des Order of the Bath, Royal Victorian Order und Order of St. Michael and St. George.

Mit dem so genannten „Dowding-System“, einem Luftverteidigungskonzept basierend auf Radar, zentraler Informationsverarbeitung und mittels Sprechfunk geführter Abfangjäger, schuf Dowding die Voraussetzungen für die Verteidigung Englands im Zweiten Weltkrieg.
