Der Begriff Verzögerungseffekt oder time lag bezeichnet in der Volkswirtschaftslehre eine Verzögerung zwischen dem Beginn einer Handlung, die als Reaktion der politischen Akteure auf einen bestimmten Vorgang (z. B. in der Wirtschaft) aufgefasst werden kann, und ihrer Auswirkung auf den Bereich (z. B. Wirtschaft).

Die wichtigsten Time-lags sind:

  • Information (Informationsbeschaffung dauert länger an; z. B. Umfragen, Auswertung von Zahlen etc)
  • Erkenntnis "Recognition Lag" (die Erkenntnis darüber in welcher Phase - z. B. Rezession oder Aufschwung- man sich befindet und welche Ursachen dem zu Grunde liegen)
  • Entscheidung "Decision Lag" (Entscheidung darüber welche Maßnahmen getroffen werden sollen; hier führen v. a. Bürokratie und ein langwieriger parlamentarischer Entscheidungsprozess zu Verzögerungen)
  • Handlung "Action Lag" (Zeit von der Entscheidung bis zur Durchführung)
  • Wirkung "Efficiency Lag" (der Maßnahmen)

Beispiel in der Wirtschaft: Sinkende Nachfrage auf dem Gütermarkt führt zu einem sinkenden Angebot an Produkten. Die Arbeitslosenzahl würde steigen, da die Betriebe nicht mehr so viele Mitarbeiter brauchen würden um die gesunkene Nachfrage zu befriedigen. Bei gleich bleibender Geldmenge würde es zu einem gesunkenen Bruttoinlandsprodukt führen.

Setzt die Regierung auf eine niedrige Arbeitslosenzahl und somit hohes BIP, muss sie intervenieren. Die Regierung würde beispielsweise eine Erhöhung der Nachfrage beschließen. Jetzt beginnt die Zeit der Umsetzung und das kann durch große bürokratische Vorgänge und/oder durch die Eigeninteressen der politischen Akteure verzögert werden (Prinzipal-Agent-Theorie). Diese Verzögerungen werden auch "time lags" genannt.

Ein weiteres Beispiel in der Wirtschaft ist die Reaktion der Exporte bei Aufwertung der heimischen Währung. Bei einer Aufwertung der Währung sinken die Exporte erst nach ca. 6 oder 12 Monaten, da die Exportverträge in die Zukunft abgeschlossen werden und Käufer der Exporte in ihrem einheimischen Markt erst ein Ersatz finden müssen, was Zeit in Anspruch nehmen würde (siehe J-Kurven-Effekt).
