Flora Marjory Fraser, 21. Lady Saltoun (* 18. Oktober 1930 in Edinburgh) ist Trägerin einer erblichen Lordship of Parliament in der Peerage of Scotland und Mitglied im britischen House of Lords.

1956 heiratete sie – mit dem Privileg der Beibehaltung ihres Geburtsnamens – Alexander Ramsay (1919–2000), Sohn von Admiral Sir Alexander Ramsay und Prinzessin Patricia of Connaught, einen Enkel von Arthur, Duke of Connaught, und Urenkel von Königin Victoria, mit dem sie drei Töchter bekam.

Flora Fraser war beim Tod ihres Vaters Alexander Arthur Fraser, 20. Lord Saltoun (1886–1979), dessen einziges lebendes Kind. Die Peerswürde der im Jahr 1445 verliehenen schottischen Lordship Saltoun wird beim Fehlen männlicher Nachkommen auf die älteste Tochter des verstorbenen letzten Trägers vererbt. Von 1979 an nahm Lady Saltoun als Parteilose (crossbencher) ihren Sitz im House of Lords wahr. Nach dem House of Lords Act 1999 gehört sie zu den 90 erblichen Peers, die von ihren Standesgenossen ins House of Lords gewählt wurden, und ist seitdem die einzige weibliche Trägerin einer schottischen Lordship im Oberhaus.

Voraussichtliche Erbin der Lordship Saltoun ist ihre älteste Tochter Katharine (* 1957), die den Höflichkeitstitel Mistress of Saltoun führt.

Flora Fraser gilt mit der Bezeichnung Chief of the Name and the Arms of Fraser als Oberhaupt des auf die Central Lowlands bezogenen Teils des Clans Fraser, während ihr entfernter Verwandter Simon Fraser, 16. Lord Lovat (* 1977), Enkel von Simon Fraser, 15. Lord Lovat, mit dem Titel Chief of Clan Fraser of Lovat als Oberhaupt der in den Highlands beheimateten Teile des Clans gilt.
