Die Verleihung erfolgte im Jahre 1861 an den zweimaligen britischen Premierminister und liberalen Politiker John Russell.

Nachgeordneter Titel

Zusammen mit der Earlswürde wurde die Würde eines Viscount Amberley, of Amberley in the County of Gloucester and of Ardsalla in the County of Meath, verliehen. Dieser Titel, der ebenfalls zur Peerage of the United Kingdom gehört, wird vom jeweiligen Earl als nachgeordneter Titel geführt.
