Master of the Rolls

Master of the Rolls ist das dritthöchste Richteramt im englischen Rechtssystem. An erster Stelle steht der Lordkanzler, gefolgt vom Lord Chief Justice of England and Wales. Der Master of the Rolls sitzt dem Zivilsenat des Berufungsgerichtshofs (Court of Appeal) vor. Ihm obliegt auch die Zulassung von Anwälten am obersten Gericht (Supreme Court).

Die erste Erwähnung eines Master of Rolls datiert von 1495. Der ungewöhnliche Titel leitet sich davon her, dass er früher den führenden Lordkanzlei-Beamten bezeichnete, der die "Rollen" aufzubewahren hatte, d.h. die Akten des Kanzleigerichts (Chancery High Court). Erst später wandelte sich das Amt langsam zu einer richterlichen Funktion. In seiner Frühzeit war beispielsweise die Gültigkeit seiner Jurisdiktion von der Genehmigung des Lordkanzlers abhängig. Auch das Amt des Vizekanzlers wurde zeitweise durch den Master of the Rolls ausgefüllt.

Bis 1958 war der Master of the Rolls weiterhin nomineller Leiter des Public Record Office, das u.a. für das Nationalarchiv zuständig ist. Diese Aufgabe nimmt heute der Lordkanzler wahr.

Seit 2009 bekleidet der Kronanwalt Sir David Edmond Neuberger (* 1948) das Amt des Master of the Rolls, sein Vorgänger war Sir Anthony Peter Clarke (* 1943).
